There is no doubting the need to ensure that this country has a 21st century workforce that is skilled and fit for purpose in order to compete in a rapidly changing world.

Aiming High in Leeds

Ten years have passed since, in 1998, the government first set out its target that by 2010, 50% of young people should be entering higher education (HE). With participation at that time running at below 30%, it certainly seemed an ambitious target to aim for.
